Annual Report 2009
Farewell and Welcome

Our direct and indirect impact on policy making & public debate
This year's report is different from most of its predecessors as it concentrates on our ability to influence policy-making not on productivity and research-related activities. Usually we report the many projects, conferences, round tables and lectures that took place in a given year. In 2009 we call attention to our ability to bridge the knowledge-gap between the scholarly work we do and policy making "on the ground" in various levels of government. In this report, we examine our accumulated work (books, reports, conferences, seminars) in a number of fields and depict the cumulative impact of our work.

Estimating our impact as a think tank is never an easy task, considering the number and complexity of the issues, events and politics involved. However the question of evaluating impact has become a major issue of interest to policy makers, think tanks and donors. We feel that over the years we at the JIIS have defined several indicators for examining the effectiveness of our activities and that the time has come to give a summary of our activities which emphasizes impact over output, adding important quantitative measures. The quantitative indicators can be found at the end of this report.

We look forward to your comments about this new format.
